I personally never had succes with tunngle tbh, i tried it a few times in the past but always had to resort to hamachi or gameranger. I even managed to get mercenaries 2 working through radmin and some shady coop mod someone made originally intended for actual LAN coop, i don't know how all of that software works but it often gets the job done. In any other old (tactical shooter) game hamachi or gameranger used to do the trick, however when those failed Radmin somehow works. Sadly i can't help you because i never tried fixing it but i can confirm it's not just you, it's always been around. Try googling something like "vegas 2 infinite gunshot fix" and hopefully a mod might pop up. It was and never will be fixed sadly, maybe there's a community mod you could try.
